In the world of defense contracting, there’s
nothing more cutting edge than the Intelligence
Community. The war on terrorism is more about
gathering intelligence and information rather
than armaments and weaponry. The most highly skilled
professionals covet these positions, some see
it as patriotic; others as the best use of their
talents and skills.
A challenge of working in this world is that
you don’t always know who your colleagues
are. Through secret doors and binding contracts
the major players hide their identity in order
to maintain the business. This makes Recruiting
new talent particularly challenging. “We
are working on the cutting edge technology in
the intelligence field. Every day is exciting
because of the James Bond type of projects we
are recruiting for,” says Darrin Johnson,
Recruiter for L-3 Titan Intelligence Solution
Division. “This also makes my job more challenging
as I recruit for projects that really cannot be
described.”
While not the biggest name in the Intelligence
Community, L-3 Communications Titan Group has
been a major force for the last two decades. L-3
Titan’s has always been at the forefront:
making the tools used to gather information and
feeding it back to the personnel and the agencies
that need it most. That knowledge supplies them
with the resources to determine the best course
of action.
There are 22 Federal Government agencies, services,
bureaus or other organizations within the Executive
Branch of the federal government that play a role
in the business of Intelligence. From those agencies
to the users directly engaged with the enemy,
L-3 Titan Intelligence Solutions Division supports
the entire intelligence spectrum.
L-3 Titan’s Intelligence Solutions Division
provides information management, operations and
security, as well as intelligence and classified
enterprise IT support. They provide national and
defense intelligence agencies as well as Department
of Defense joint agencies with information solutions
and systems support. Among the services Intelligence
Solutions delivers are the deployment of advanced
information systems, mission critical processes
and systems engineering. They also provide and
support advanced concepts, research and development
and production of state-of-the-art intelligence
systems. Field combat units and national planners
at all levels have access to the same operational,
actionable picture through Intelligence Solution’s
proven, technologically advanced solutions. The
challenge is in understanding the data and acting
upon it intelligently. In order to meet this challenge,
the Intelligence Solutions Divisions develop systems
to help its clients manage the information and
make knowledge based decisions.
Within L-3 Titan’s Intelligence Solutions
Divisions, reside four business units that serve
the intelligence community: National Security
Solutions, Intelligence Systems, C4ISR and National
Intelligence. National Security Solutions (NSS)
provides the necessary tools and services in the
fields of System Engineering, Engineering Services,
Secure Solutions and Training. NSS is also the
largest vendor of training curriculum development
and delivery to the National Cryptologic School.
Intelligence Systems (IS) provides intelligence
solutions for a broad customer based with primary
focus on CIA, NGA, the Navy and the Director of
National Intelligence. The C4ISR Systems business
unit has been a long time partner with the DoD
and the Intelligence Communities with the focus
on the Defense Intelligence Agency to obtain and
integrate data. The National Intelligence business
unit primarily supports the National Reconnaissance
Office with core competency areas including systems
engineering, technical assistance, ISR subject
matter experts and program management.
L-3 Communications was formed in 1996 by Frank
Lanza by buying nine defense electronics divisions
from Lockheed Martin Corporation, which had just
acquired Loral Corporation. Since that time, L-3
Communications continued to grow aggressively
by strategically acquiring small military suppliers
and position itself as a second tier defense contractor,
working with and for, prime contractors. A key
to their success has been the philosophy to provide
autonomy for the individual business units rather
than doing a massive consolidation and integration
which had caused problems for some of the large
prime contractors in the past. L-3 Communications
faces little competition. In general its biggest
threat comes from prime defense contractors who
are its customers, and it is more likely that
the prime contractors will contract out more,
not less, to companies such as L-3 Communications.
To add to L-3 Communication’s success was
the acquisition in 2005 of the Titan group. This
acquisition brought a crowning complement of services
and products along with high number of security
cleared professionals to the L-3 Communications
family. With the acquisition of Titan, which makes
many of the “black budget” products
the deal catapulted L-3 to the forefront of companies
providing electronic wares to intelligence agencies
such as NSA, CIA and DIA.
