Performs COCOM J2-level enterprise architecture (EA) and embedded intelligence planning support. Provides robust, integrated, deeply experienced EA expertise to execute processes and deliver productsartifacts across the Defense Intelligence Enterprise. Manages and aligns the organizationapos;s information technology (IT) assets, people, operations, and projects with its operational Missions and focus areas.Provides Theater-level systems integration planning and management. Supports the development and documentation of future IT requirements for the EUCOMAFRICOM Theater. Provides support in the development of strategies, architectures, program planning and assessment, risk and trade-off, requirements, alternatives, and feasibility studies. Ensures that requirements are managed throughout the entire lifecycle in order to take advantage of the planning, programming, and design of critical IT integration projects. Supports development of action plans to implement both near term solutions and support strategic engagement with defense and intelligence community seniors. Analyzes, proposes, and implements new organizational concepts and process changes.Defines and designs high-level architectures for intelligence operations and produces architecture Functional Support Plan in support of Command OPLANs and CONPLANs. Collaborates with other Agency partners, COCOM stakeholders, and Intelligence Community representatives, and Multi-National mission partners. Assesses existingfuture capabilities to operations requirements. Identifies shortfallsgaps and develops courses of action and mitigation strategies through robust architecture development. Attends forums relating to future mission requirements, support to intelligence initiatives, planning, operations and goals. Creates planning outlinesroad maps, sets milestones, conducts meetings with stakeholders, edits and integrates inputs from various sources, conducts decision briefs, and drafts base planning documents. Performs detailed research, studies, analyses, and operational concepts supporting architecture development for COCOM intelligence information sharing efforts, and Combatant Command exercises and operations. Plans and develops internal strategies and organizes and leads meetings and teams to accomplish EA planning tasks. Briefs senior level officials on architecture and planning efforts. Provides advice and assistance to resolve problems and develops recommendations for leadership. Applies knowledge of applicable principles amp; techniques, accepted precedents, and standard Project Management software tools in the oversight and management of a portfolio of complex intelligence and IT system integration projects. Coordinates and accounts for the full range of doctrine, organization, training, materiel, leadership, personnel, and facilities (DOTMLPF) resources from an EA position. Supports local IT systems architecture planning and oversees implementation of comprehensive projects designed to enhance amp; optimize COCOM operational capabilities of existing IT systems architecture in support of joint intelligence missions and operations in garrison and deployed locations across the AORAOI. - Requires BSBA degree required. MSMA preferred. - Command amp; General Staff School (CGSS) graduates strongly desired. Graduate of an Advanced Service or Joint Planning School - SAMS, SAWS, SAS, JAWS - andor completion of JPME II is a plus. - Expert knowledge and experience with EAs, specifically at the Operational View level. Possess a thorough understanding of DODAF amp; CJCSM 3314 and the skill in applying this knowledge. EA certification a strong plus.- ITIL V3 Foundation certification within 90 days of start date. - Requires 10 - 15 years experience with intelligence mission applicationssystems with at least 3 years at a Command Staff level. Experience working in the DoDIIS environment desired.- Applicants should have a background in intelligence, at some level, and be knowledgeable of the intelligence cycle, basic intelligence products, and intelligence IT systems. High level knowledgeexperience in a core area may be a substitute for other experience requirements. Experience in the European Theater is a plus.- Ability to communicate effectively (written and oral) and to present arguments in a clear and logical manner; demonstrated strengths in critical thinking, technical writing, preparation of high-quality technical documents and briefs for publication, distribution, or presentation.- Proficiency in Microsoft Office, Microsoft Project, Visio, System Architect or other architecture developmentmodeling tool; as well as collaborative web-based tools.- Experience in intelligence planning, deliberate planning, exercises, or joint military operations.- Experience in conducting detailed staff work involving extensive presentation, advocacy, and coordination across multiple organizations.- Knowledge of the Military Decision Making ProcessAdaptive Planning process. Must possess an active US TS-SCI Security Clearance and successfully achieve the Technical Expert Status Accreditation (TESA) as defined in the Status of Forces Agreement (SOFA) between the United States and the Federal Republic of Germany.COLA, Housing and relocation included.
