Program ManagerSenior Trainer (PMST) serves as Battle Command Training Center (BCTC) liaison to commanders in developing a comprehensive training program that meets Major Subordinate Command training requirements and as the Program Manager for Hawaii takes direction from the Director of the BCTC. The PMST will be responsible for formulating a comprehensive short and long range training agenda for the BCTC within USARPAC TSCP, ARFORGEN and Joint exercise programs requirements. The PMST provides commanders with courses of actions, insight and recommendations on training in order to maximize digital staff integration training opportunities for battalion and higher staffs. PMST will observe staff training in order to produce and moderate After Action Review Reports (AAR). The PMST will coordinate with the BCTC-HI collective training staff on exercise concepts and requirements. PMST supports efforts in development, review, and updating of Training Support Packages (TSP) for the BCTC. PMST maintains subject matter expertise of current tactical operational initiatives and doctrine to include joint operations and UN Peace Keeping Operations (PKO). PMST maintains subject matter expertise regarding the 11 variables of the Contemporary Operating Environment (COE); military considerations include evolving and emerging insurgent Tactics techniques and Procedures (TTPs) specific to Iraq, Afghanistan, and Pacific Rim countries. PMST attends training conferences and meetings as required. PMST advises both the Director of the BCTC and BCTC government representatives on overall training program, LVC usage, and training concepts. PMST is required to travel within the USARPAC AOR in support of exercises. PMST performs other requirements as directed from the Director of the BCTC. PMST is also responsible for the financial, applicable technology, and schedule performance of assigned programs within cost limitations and established standards. Position may coordinate proposal preparation, statements of work and specifications, estimation of productservice costs, negotiation, and administration of contracts. Establishes milestones and monitors adherence to program master plans and schedules. Develops control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken, and ensures the meeting of companys contract commitments. Position directs the performance of program functional task elements such as procurement, quality control, logistics, and administrative functions. Acts as primary customer contact on status and performance and anticipates and fulfills customer needs to ensure their satisfaction and continued business. Also requires participating in design and development activities. Determines and establishes organizational structures and supervisory relationships subject to top management approval. Responsible for the successful operation of activities of major significance to the organization. Bachelors Degree in a related discipline or equivalent combination of education, technical training, or work experience. Requires 15-20 years military experience and BattalionBrigade (or above) Maneuver Commander experience. Secret Security Clearance.Command and General Staff College graduate (MEL 4) minimum, War College preferred. Retired BattalionBrigade Commander with recent (3-5 years) OEFOIF experience.Travel tofrom mainland and overseas possible, up to 25% time.
